design: 更新品牌方端侧边栏导航并添加创建项目弹窗

设计更新:
- 统一所有品牌方端页面侧边栏: 数据看板、代理商管理、AI配置、终审台、创建项目
- 新增 "品牌方端 - 创建项目弹窗" (M6nJ0)
  - 项目名称输入框
  - 截止日期选择器
  - Brief文件上传区
  - 代理商多选列表(支持选择多个已添加的代理商)
